As head of the local district committee, he raised two and one half regiments and took command of the 109th New York. Tracy and this unit spent nearly two years on railroad guard and other rear echelon details … He led his regiment with ‘distinguished gallantry in action’ at the Wilderness, for which he received the Congressional Medal of Honor in 1895. The rigors of this campaign prostrated Tracy, and he relinquished command. After recuperating at home, he declined to command a regiment of U.S. Colored Troops but agreed to administer the combined draft rendezvous and prisoner-of-war camps at Elmira, New York” (ANB).

OCLC locates no copies.

https://store.maggs.com/products/attention-volunteers-company-is-being-raised-undersigned-new-4uktc9f9
