Complaints from the Virginia planters over malpractice, fraud and taxation. Pointing out the corruption existing at the Customs, especially in London. “The Planters find an unaccountable difference in the weights of their Tobacco when it is shipped off here, and when it is weighted again at the Custom-Houses.” The writer offers various suggestions for putting the matter on a sounder base and for keeping better oversight of the London tobacco merchants. Then follow long details concerning the whole trade in Tobacco with Virginia.
