The linking thread in the three parts of this volume is, as so often, the comparative strength of the English and French navies should England once again be threatened by France. A table facing the first leaf, compares expenditure in total, expenditure on wages, number of seamen and number of vessels during the years 1835-1859. Cobden’s “Three Panics” cover the years 1847-8, 1851-2-3 and 1859-60-1, when fears of a French invasion were revived in certain quarters. Cobden is writing as a politician, of course, but he quotes various parliamentary papers on naval matters to support his arguments.
