A rare and unusual work co-authored by the Nobel Prize winning economists James Buchanan, the only of Buchanan’s published monographs not be included in the Liberty Fund edition of his collected works, the editors of which commented that: ‘… the book is really an extended occasional essay written in response to the crisis in universities in the late sixties: as such, we considered it too long to include as an essay and too time-specific to be published as a separate book’ (Brennan, Kliemt and Tollison 1999, p. xiii).
