The pamphlet begins with a short introduction to Allied involvement in the Middle East, with arguments for the overthrow of Ottoman rule in Arabia. It then prints the full text of a proclamation by Hussein bin Ali Al-Hashimi, the Sharif of Mecca (1908-24) and King of the Hejaz (1916-24), in which he forcefully rejects Ottoman control, asserts the independence of the Holy Cities and states his claim to being King of Hejaz. In addition to the English text, it includes a folding facsimile of the original Arabic proclamation.
Also included is Maude’s famous proclamation of Baghdad, which was issued shortly after British forces entered the city in March 1917.
