Robert Dale Owen (1801-1877) was an American politician and social reformer. While serving as a member of Congress, Owen was instrumental in pushing through the bill that established the Smithsonian Institution. Among other causes, Owen also supported emancipation during the American Civil War, and he advocated for federal voting rights for women.

The pamphlet was first printed in 1841.
