“The unjust, personal, and interested attacks which Colonel Tulloch has made upon me, in that part of the pamphlet… in which he comments on my conduct as Commissary-General of the Army in the East; render it imperative on me to make a few remarks in reply to such of the principle charges which he has brought against me, as have arrested public attention, and which, although unsupported by facts, would, if uncontradicted, do serious injury to my character.”
